The drop in operating capacity is a result of poor design (unnecessary high security) that negatively impacts cost effective management. Not enough jobs or treatment options for prisoners and unnecessary limited movement. High turnover of security staff leaves prison unable to safely maintain current operating capacity. Industry jobs could increase operating capacity to 400 +. Must insure prisoners have access to validated, cost effective reformation/restoration. The drop in operating capacity is a result of effective resource management. Most Wyoming prisoners could be trained in 30-60 days to live in/under low-medium to minimum security conditions. Expansion of Riverton, Newcastle and community work release centers should be "adequately" utilized as validated, evidence based, cost effective alternatives. A reduction in cost per prisoner is a by-product of training, resource management and industries. Note- these reductions in cost can be achieved at every facility.
